Introduction to fee model features and options: APCO 2030 Series (2/3)

APCO’s 2030 Strategy acknowledges that to make real progress towards the National Packaging Targets and deliver the outcomes that members, stakeholders and the community expect, APCO must make significant changes to its business model. The Strategy sets out two key changes that we need to make:

- Intervening directly in the downstream system through service payments, to drive the increases in collection, recycling and end markets needed to deliver on the Targets, and
- Transitioning APCO member fees from the current turnover-based model to an eco-modulated model where fees are determined according to the amount and type of packaging that members place on the market.These changes are to be introduced in financial year 2026-27 (FY27).

APCO has been working to develop options for efficient and effective interventions in the downstream system and for eco-modulation of APCO member fees. This has involved consultation with members through a Member Reference Group that includes 87 brand owner members, and whole-of-system consultation through the Collective Action Group and Material Stewardship Committees and targeted meetings with industry associations and businesses.

We are now able to share this work with all APCO members for further feedback. We will do this through a series of three webinars over the coming weeks. The purpose of these sessions is to introduce our work so far to our wider membership base and provide the opportunity for feedback and input.

The three webinars will cover the following topics:

1. Introduction to downstream intervention options: Thursday 30 January, 1-2 PM (AEDT)
2. Introduction to fee model features and options: Wednesday 19 February, 2-3 PM (AEDT)
3. Deep dives on elements of interest to members: Thursday 27 February, 2-3 PM (AEDT)

The feedback and input received through this process will help inform continuing targeted consultation and refinement of intervention and eco-modulation options, and the development of a consultation paper that will be the basis of a national consultation process in April-May this year.

The model for eco-modulated member fees to be implemented from FY27 is of critical importance to members. The design of the model will determine not only the funds that will be available to deliver downstream interventions, but also how the cost of these interventions will be allocated across APCO’s membership. In this webinar we will outline APCO’s work so far on options for an eco-modulated member fee model, and seek member perspectives and input on the features and options and the potential impact of these on members’ packaging.
